The history of National Forest Inventory (NFI) in Ukraine can be traced back to the early 2000s when the country recognized the need for comprehensive data on its forest resources. Pilot work on the preparation and implementation of the NFI began in 2006. From 2008 to 2015, the Centre for National Forest Inventory of Ukrainian State Forest Management Planning Association (Ukrderzhlisproekt) conducted regional forest inventories in Sumy and Ivano-Frankivsk oblasts, covering a total area of about 1 million hectares. However, due to various reasons, including limited resources and logistical challenges, the inventory could not be expanded to cover other regions during that time. In 2021, a new inventory cycle was launched in several oblasts, including Kyiv, Sumy, Ivano-Frankivsk, Cherkasy, and Mykolaiv. The fieldwork is planned to span over five years. Despite the challenging circumstances posed by the Russian invasion of Ukraine, the NFI is going on. Because fieldwork is not possible in large areas due to the Russian invasion, the NFI is supported by remote sensing projects. Throughout the development and implementation of the NFI in Ukraine, international support has played a crucial role. The Federal Republic of Germany has been actively involved in providing assistance, including financial support and technical expertise, to strengthen the NFI and support forest policy development in Ukraine.
The legal framework for the NFI is given by the Law of Ukraine "On Amendments to the Forest Code of Ukraine on National Forest Inventory" from June 2020 and the resolution of the Cabinet of Ministers of Ukraine No. 392 on “Approval of the Procedure for Conducting a National Forest Inventory …” from April 2023.
